What? Wouldn't it be better to offer the prize for a car that doesn't use petrol?
Cars already exist which don't use petrol. However, creating an engine which could get 100MPG and uses current the current energy infrastructure would allow it to be brought to and integrated into the market much quicker than other technologies, such as the electric and hydrogen-powered cars. Also, the engine used here would likely be of some use in military purposes.
