Maybe if NASA quit trying to send old junk, I mean shuttle craft, into space, and putting new additions on a leaking space station, it would have enough money to complete this project in time. On the other hand, if we get hit by a killer asteroid in the next 15 years, the whole thing will be redundant anyway.
